Delivery is the real test of governance reform
Strategy is abundant and cheap. Delivery is rare and expensive — and it is the only thing citizens ever actually feel.
Across the continent, the gap is rarely between a country and a good plan. The gap is between the plan and the result. Reform agendas are written, launched, and celebrated — and then quietly stall in the distance between intent and execution.
That distance is where value hides. Closing it is unglamorous work: aligning the people who must act, sequencing the decisions that unlock the next ones, and holding the line on milestones long after the launch event is forgotten.
We argue that delivery should be designed in from the first day of any reform — not bolted on at the end. The institutions that succeed are the ones that treat execution as a discipline, not an afterthought.
